Explanation
Retail packaging for perennials and other plants of all kinds is subject to system participation because it typically accumulates as waste with private final consumers – i.e. private households and comparable sources of waste generation (within the meaning of section 3 (11) VerpackG). Comparable sources of waste generation include in particular garden centres, tree nurseries and other agricultural holdings whose packaging waste can be collected at the rate that is normally associated with private households in waste bins that do not exceed 1,100 litres ('volume criterion').

Although retail packaging for perennials and other plants also accumulates as waste in quantities exceeding the volume criterion with garden centres, tree nurseries or other agricultural holdings to some extent, the lion’s share accumulates as waste with private households and comparable sources of waste generation within the meaning of section 3 (11) VerpackG.

Shipment packaging for perennials and other plants of all kinds typically accumulates as waste with private final consumers – i.e. private households and comparable sources of waste generation and, as such, is subject to system participation.
Specials
Use of the system participation requirement catalogue requires that the item in question be packaging within the meaning of section 3 (1) VerpackG in conjunction with appendix 1 VerpackG.
Flowerpots in which plants remain during their lifetime do not constitute packaging according to appendix 1 to section 3 (1) VerpackG and are not subject to system participation. Flowerpots intended only for the sale or transport of plants and in which the plants do not remain during their lifetime constitute packaging.
