Explanation
Retail packaging and grouped packaging for cuttings and seedlings of all kinds are subject to system participation because they typically accumulate as waste with private final consumers – i.e. private households and comparable sources of waste generation (within the meaning of section 3 (11) VerpackG). Comparable sources of waste generation include in particular garden centres, tree nurseries and other agricultural holdings whose packaging waste can be collected at the rate that is normally associated with private households in waste bins that do not exceed 1,100 litres ('volume criterion').

Retail packaging and grouped packaging for cuttings and seedlings may also accumulate as waste with garden centres, tree nurseries and other agricultural holdings, such as gardening and landscaping businesses, in quantities exceeding the volume criterion. The lion’s share accumulates as waste with private households and comparable sources of waste generation within the meaning of section 3 (11) VerpackG.

Shipment packaging for cuttings and seedlings of all kinds typically accumulates as waste with private final consumers – i.e. private households and comparable sources of waste generation and, as such, is subject to system participation.

Flowerpots intended only for the sale or transport of plants and in which the plants do not remain during their lifetime are considered packaging subject to system participation pursuant to appendix 1 to section 3 (1) VerpackG.
