Explanation
Retail packaging and grouped packaging for mobile payment devices are subject to system participation because they typically accumulate as waste with comparable sources of waste generation (within the meaning of section 3 (11) VerpackG). Comparable sources of waste generation mainly include food and beverage businesses, service enterprises, cultural and recreational facilities, along with administrations and authorities that often use these devices themselves. Although packaging for mobile payment devices also accumulates as waste with retailers and in industrial or large commercial enterprise settings to some extent, the lion’s share accumulates as waste with comparable sources of waste generation.
Retail packaging and grouped packaging for stationary payment devices are not subject to system participation because they typically accumulate as waste in large commercial enterprise settings (also in retail settings). Large commercial sources of waste generation include assembly service providers to POS system producers and electricians whose packaging cannot be collected at the rate that is normally associated with private households in waste bins that do not exceed 1,100 litres. Shipment packaging for payment devices of all kinds typically accumulates as waste with private final consumers – i.e. private households and comparable sources of waste generation and is subject to system participation.
