Explanation
Retail packaging and grouped packaging for other commercial chemicals in quantities of 17 litres or less are subject to system participation because they typically accumulate as waste with private final consumers – i.e. private households and comparable sources of waste generation (within the meaning of section 3 (11) VerpackG) such as photographers and other service enterprises and educational institutions.

Retail packaging and grouped packaging for other commercial chemicals in quantities exceeding 17 litres are not subject to system participation because they typically accumulate as waste in industrial or large commercial enterprise settings. This includes, for example, electroplaters and the electronics industry.

Shipment packaging for other commercial chemicals of all kinds typically accumulates as waste with private final consumers – i.e. private households and comparable sources of waste generation and, as such, is subject to system participation.
Specials
Retail packaging for hazardous contents within the meaning of section 3 (7) in conjunction with appendix 2 VerpackG is exempt from system participation under section 12 (2) no. 3 VerpackG.

The quantity of other commercial chemicals can be given in litres or kilogrammes. Specifications in litres equal kilogrammes, and vice versa.
