Explanation
Retail packaging and grouped packaging for car care products in quantities of 7 litres or less are subject to system participation because they typically accumulate as waste with private final consumers – i.e. private households and comparable sources of waste generation (within the meaning of section 3 (11) VerpackG) such as taxi businesses. Comparable sources of waste generation also include automotive mechanics businesses, including motor vehicle workshops and car washes whose packaging waste can be collected at the rate that is normally associated with private households in waste bins that do not exceed 1,100 litres.
Retail packaging and grouped packaging for car care products in quantities of 7 litres or less may also accumulate as waste in the automotive industry or in large commercial enterprise settings. This includes in particular automotive mechanics businesses and car washes that exceed the volume criterion. this packaging is subject to system participation because the quantities used in these settings match those accumulating as waste with private final consumers – i.e. private households and comparable sources of waste generation, and the lion’s share accumulates as waste with private final consumers – i.e. private households and comparable sources of waste generation. Retail packaging and grouped packaging for car care products in quantities exceeding 7 litres typically accumulate as waste in industrial or large commercial enterprise settings and are not subject to system participation. Shipment packaging for car care products of all kinds typically accumulates as waste with private final consumers – i.e. private households and comparable sources of waste generation and, as such, is subject to system participation.

Retail packaging for hazardous contents within the meaning of section 3 (7) in conjunction with appendix 2 VerpackG is exempt from system participation under section 12 (2) no. 3 VerpackG.
