Retail packaging, grouped packaging and shipment packaging for raw wood of all kinds is not subject to system participation because they typically accumulate as waste in large commercial enterprise settings (engineered wood industry, paper pulp industry and saw industry) and with building trade businesses whose packaging waste cannot be collected at the rate that is normally associated with private households in waste bins that do not exceed 1,100 litres.
