Application procedure

Section 26 (1) nos. 23-26 VerpackG (Packaging Act)

The Zentrale Stelle Verpackungsregister (Central Agency Packaging Register – ZSVR) uses administrative acts to issue general decisions on

  • whether packaging is classed as being subject to system participation (section 26 (1) no. 23 VerpackG),

  • whether packaging is classed as reusable packaging (section 26 (1) no. 24 VerpackG),

  • whether beverage packaging requires a deposit (section 26 (1) no. 25 VerpackG), or

  • whether a source of waste generation is deemed to be comparable to a private household (section 26 (1) no. 26 VerpackG).

Application  forms are available from the ZSVR. The ZSVR recommends using these forms to ensure that the application submitted is complete.  Other relevant information about the different applications can be found in this fact sheet. Please read the fact sheet carefully before filling in a form.

Test items / packaging

When sending us test items / packaging, please send them with postal applications to Stiftung Zentrale Stelle Verpackungsregister (ZSVR), Legal and Recovery, Öwer de Hase 18, 49074 Osnabrück, Germany. For e-mail applications sent to Antrag@verpackungsregister.org, please send us the test items/ packaging separately. Anything that is sent must include a reference to you as the applicant, including the information set out in 2. a) to d).

Photographs

When sending us photographs, please send them as attachments to your application e-mail to Antrag@verpackungsregister.org. For postal applications sent to Stiftung Zentrale Stelle Verpackungsregister (ZSVR), Legal and Recovery, Öwer de Hase 18, 49074 Osnabrück, Germany, please enclose prints of the photographs. Please do not send the application and the photographs separately. Anything that is sent must include a reference to you as the applicant, including the information set out in 1. a) to d).

Applicant information

To process any application made to the ZSVR pursuant to section 26 (1) nos. 23 to 26 VerpackG, a conclusive description of the applicant is required, including the company name (firm), postal address and any identification number that has been assigned to them by the ZSVR. The ZSVR sends the administrative act electronically, so an e-mail address must also be provided. Other information about the applicant is optional, and helps to conclude the application procedure more swiftly, especially when dealing with follow-up questions:

a) Company name 
b) Identification number: e.g., registration number, system operator ID or sector-specific solution ID, where available
c) Address of company headquarters, with street and house number 
d) Postcode, town/city, country 
e) E-mail address for sending the administrative act electronically 
f) Name and surname of contact person for follow-up questions (optional)
g) Phone number of contact person for follow-up questions (optional)
h) E-mail address of contact person for follow-up questions (optional)

Subject of the application

The applicant is seeking a determination from the ZSVR regarding the classification of the test item as being either packaging subject to system participation within the meaning of section 3 (8) VerpackG, reusable packaging within the meaning of section 3 (3) VerpackG, single-use beverage packaging subject to deposit within the meaning of section 31 VerpackG or a comparable source of waste generation pursuant to section 3 (11) VerpackG.

Costs

The applicant is responsible for any costs they incur in making the application (e.g. postage costs). The ZSVR will not reimburse the applicant for any costs.

Publication

The ZSVR will publish on its website the decisions on classification that were made upon application, excluding the applicant's personal data.
