Packaging (except shipment packaging) for magazines of all kinds is not subject to system participation because it typically accumulates with retailers.

Shipment packaging for magazines of all kinds typically accumulates as waste with private final consumers – i.e. private households and comparable sources of waste generation and, as such, is subject to system participation. Above all, that includes single envelopes for postal dispatch, but also any other kind of shipment packaging.
