Explanation
Retail packaging and grouped packaging for photocopier paper, letter paper and writing pads (with the exception of rolled goods) up to a size of DIN A3 are subject to system participation because they typically accumulate as waste with private final consumers – i.e. private households and comparable sources of waste generation (within the meaning of section 3 (11) VerpackG) such as administrations and authorities, educational institutions and administrative sections of companies, especially in trade and manufacturing.

Retail packaging and grouped packaging for photocopier paper, letter paper and writing pads available as rolled goods are not subject to system participation because they typically accumulate as waste in a large commercial enterprise setting, for example with printing businesses and newspaper publishing houses, whose packaging waste cannot be collected at the rate that is normally associated with private households in waste bins that do not exceed 1,100 litres.
