Explanation
Retail packaging and grouped packaging for automotive-grade urea in quantities of 13 litres or less are subject to system participation because they typically accumulate as waste with private final consumers – i.e. private households and comparable sources of waste generation (within the meaning of section 3 (11) VerpackG).

Retail packaging and grouped packaging for automotive-grade urea in quantities exceeding 13 litres are not subject to system participation because they typically accumulate as waste with automotive mechanics businesses whose packaging waste cannot be collected at the rate that is normally associated with private households in waste bins that do not exceed 1,100 litres.

Shipment packaging for automotive-grade urea of all kinds typically accumulates as waste with private final consumers – i.e. private households and comparable sources of waste generation and, as such, is subject to system participation.
Specials
Retail packaging for hazardous contents within the meaning of section 3 (7) in conjunction with appendix 2 VerpackG is exempt from system participation under section 12 (2) no. 3 VerpackG.
