Explanation
Retail packaging for locks in quantities of 15 items or fewer is subject to system participation because it typically accumulates as waste with private final consumers – i.e. private households and comparable sources of waste generation (within the meaning of section 3 (11) VerpackG). Comparable sources of waste generation include in particular building trade businesses and other craft enterprises whose packaging waste can be collected at the rate that is normally associated with private households in waste bins that do not exceed 1,100 litres ('volume criterion').
Although retail packaging and grouped packaging for locks in quantities of 15 items or fewer also accumulate as waste in industrial or large commercial enterprise settings to some extent, this packaging is also subject to system participation because the number of items used in these settings matches those accumulating as waste with private final consumers – i.e. private households and comparable sources of waste generation, and the lion’s share accumulates as waste with private final consumers – i.e. private households and comparable sources of waste generation.
Retail packaging and grouped packaging for locks in quantities exceeding 15 items typically accumulate as waste in industrial or large commercial enterprise settings and are not subject to system participation. Industrial sources of waste generation include, for example, the furniture industry or manufacturers of prefabricated building elements.
Shipment packaging for locks of all kinds typically accumulates as waste with private final consumers – i.e. private households and comparable sources of waste generation and, as such, is subject to system participation.
