Explanation
Retail packaging and shipment packaging for textile flooring of all kinds are not subject to system participation, regardless of stress class, because they typically accumulate as waste in large commercial enterprise settings (also in retail settings), including craft enterprises, especially floor fitters, and other building trade businesses whose packaging waste cannot be collected at the rate that is normally associated with private households in waste bins that do not exceed 1,100 litres.
