Retail packaging and grouped packaging for Christmas tree nets of all kinds are subject to system participation because they typically accumulate as waste with comparable sources of waste generation (within the meaning of section 3 (11) VerpackG). Comparable sources of waste generation include agricultural holdings and forestry businesses, especially Christmas tree farms whose packaging waste can be collected at the rate that is normally associated with private households in waste bins that do not exceed 1,100 litres ('volume criterion').

Although retail packaging and grouped packaging for Christmas tree nets also accumulate as waste in quantities exceeding the volume criterion in agricultural holdings (also in retail settings) to some extent, the lion's share accumulates as waste with comparable sources of waste generation within the meaning of section 3 (11) VerpackG.
