Explanation
Retail packaging, grouped packaging and shipment packaging for products for livestock breeding of all kinds are subject to system participation because they typically accumulate as waste with private final consumers – i.e. private households and comparable sources of waste generation (within the meaning of section 3 (11) VerpackG). Comparable sources of waste generation also include agricultural holdings whose packaging waste can be collected at the rate that is normally associated with private households in waste bins that do not exceed 1,100 litres ('volume criterion').

Retail packaging, grouped packaging and shipment packaging for products for livestock breeding may also accumulate in industrial or large commercial enterprise settings to some extent. This includes in particular agricultural holdings exceeding the volume criterion. However, this packaging is subject to system participation because the product packaging used in these settings matches the packaging that accumulates as waste with private final consumers – i.e. private households and comparable sources of waste generation, and the lion’s share accumulates as waste with private final consumers – i.e. private households and comparable sources of waste generation.
