Explanation
Retail packaging and grouped packaging for liquid fertilisers in quantities of 13 litres or less are subject to system participation because they typically accumulate as waste with private final consumers – i.e. private households and comparable sources of waste generation (within the meaning of section 3 (11) VerpackG) such as agricultural holdings and gardening and landscaping enterprises whose packaging waste can be collected at the rate that is normally associated with private households in waste bins that do not exceed 1,100 litres ('volume criterion').

Shipment packaging for liquid fertilisers of all kinds typically accumulates as waste with private final consumers – i.e. private households and comparable sources of waste generation and, as such, is subject to system participation.
Specials
Volumes are stated in litres for liquid fertilisers. The specific weight ranges between 1.25 and 1.31 kg per litre. As a guide, an average specific weight of 1.28 kg per litre can be used to convert kilograms to litres.

Retail packaging for hazardous contents within the meaning of section 3 (7) in conjunction with appendix 2 VerpackG is exempt from system participation under section 12 (2) no. 3 VerpackG.
