Explanation
PPC retail packaging for live poultry is subject to system participation because it typically accumulates as waste with agricultural holdings whose packaging waste can be collected at the rate that is normally associated with private households in waste bins that do not exceed 1,100 litres ('volume criterion'). That includes in particular cartons, folding boxes and other PPC boxes.

Live poultry is primarily shipped to large agricultural holdings and industrial enterprises in reusable packaging or packaging made of other materials than PPC (especially wood, metal or natural materials). Retail packaging and grouped packaging for live poultry made of other materials than PPC are not subject to system participation because they typically accumulate as waste with agricultural holdings exceeding the volume criterion.
Specials
Before applying the system participation requirement catalogue, it must be verified that the item in question is packaging within the meaning of section 3 (1) VerpackG in conjunction with appendix 1 VerpackG.

Metal boxes and crates for live poultry are often reusable.

Delineation criterion
Delineation criterion

Criterion that relates to a specific product and determines whether the shipment, retail or grouped packaging in question is subject to system participation.

For food packaging, that delineation criterion often is quantity. For packaging filled with other products, the delineation criterion tends to be the number/volume or unit of the individual products contained in the packaging. Depending on the product, other criteria may be used within the scope of an overall market assessment to delineate or determine whether the system participation requirement applies to a packaging, such as the stress class in the case of laminate products.
