Consultation on the draft 2020 edition of the system participation requirement catalogue

In Germany, producer responsibility for packaging was introduced in 1993. However, until now many producers have failed to comply with this responsibility, either completely or in part.

Some producers or retailers still tend to underestimate the extent of their obligations. Thus, statutory producer responsibility is still not applied to a substantial share of packaging. At year-end 2018, the Zentrale Stelle Verpackungsregister (Central Agency Packaging Register – ZSVR) specified the requirements for the first time, within the scope of a system participation requirement catalogue. This catalogue has been revised in 2020, and new product groups have been added. The consultation was launched on 19 August 2020, and stakeholders have until 23 September 2020 to submit their comments on the new catalogue to the ZSVR. The 2020 catalogue edition will then be revised once more, taking into consideration the comments received and assessed in collaboration with the competent authorities; publication in its re-edited version will follow in autumn 2020.
